David St.Clair
Founder and Chief Executive Officer
David St. Clair founded MEDecision in 1988 and has served as the founder and chief executive officer since 1988. From 1985 to 1988, he served as the vice president of GMIS, Inc., which was subsequently acquired by McKesson Corporation. From 1981 until 1985, Mr. St. Clair served as a principal for Hay Associates in its strategic management group. Mr. St. Clair received a B.A.S. in Mechanical Engineering from the University of Pennsylvania and an M.B.A. from Harvard University.

Scott A. Storrer
President and Chief Operating Officer
MEDecision’s president and chief operating officer Scott A. Storrer oversees all aspects of the company’s operations, including continued platform development, solution deployment and operational effectiveness. A 15-year health care industry veteran, Mr. Storrer joined MEDecision in 2008 from Cardinal Health, Inc., where he was group president, pharmaceutical segment. He previously spent seven years in various roles with CIGNA Corporation, ultimately serving as executive vice president, service and information technology. His background also includes executive management positions with Liberty Mutual Group and GE’s financial management program. Mr. Storrer holds a BA in economics and mathematics from DePauw University, an MBA from Boston University, and has completed executive training at Harvard University.

Carl E. Smith
Executive Vice President and Chief Financial Officer
Carl Smith joined MEDecision in 2001 as vice president, finance and chief financial officer. Mr. Smith became MEDecision's secretary in 2002 and continues to serve in that capacity. In 2004, Mr. Smith was promoted to his current position. From 1998 to 2001 he served as vice president, finance, and then chief financial officer of Personnel Data Systems, Inc. From 1994 until 1998, he served as senior vice president, finance and administration, of ICT Group, Inc. He was controller and then vice president, finance for DNA Plant Technology Corporation from 1992 to 1994. He previously served as chief financial officer for Envirosafe Services, Inc., from 1990 to 1992. From 1987 to 1989, he was chief financial officer for Environmental Control Group, Inc. From 1974 until 1987, he served as vice president, controller and then vice president, finance, of Advanta Corporation. Mr. Smith received a B.S. in Business and Accounting from Pennsylvania State University and is a Certified Public Accountant.

Carole A. Hodsdon
Executive Vice President and Chief Technology Officer
As Executive Vice President and Chief Technology Officer Carole Hodsdon is responsible for the overall formulation, implementation and management of MEDecision’s technology strategy. She works closely with the product marketing team to direct software development initiatives consistent with MEDecision’s business goals and client contracts, and manages the company’s Requirements, General Availability (GA) and Release activities. Ms. Hodsdon joined MEDecision after nine years with the CIGNA Corporation, where she held the positions of vice president of enterprise technologies, senior vice president of application development and senior vice president of eCommerce. She previously held management positions at Standard & Poor’s, Unisys Corporation, and United Parcel Service, Inc. Ms. Hodsdon received her B.A. degree from Loyola College, Maryland.

Andrew P. Schuyler, M.D., DBFM, FAAFP
Chief Medical Officer and Executive Vice President of Product Management and Medical Services
Dr. Andrew Schuyler became MEDecision’s executive vice president and chief medical officer in April, 2008. He previously served as executive medical director for Horizon Blue Cross Blue Shield of New Jersey where he was responsible for concurrent medical management, medical policy and appeals, along with process redesign and development of integrated medical management. Prior to joining Horizon in 2004, Dr. Schuyler spent 17 years in managed care administration, including time with the former US Healthcare and Aetna, where he last served as senior medical director. His previous clinical and academic experience includes six years as associate director of a family practice residency training program affiliated with the University of Medicine and Dentistry of New Jersey, and four years in the private practice of family medicine. Dr. Schuyler completed his undergraduate studies at Williams College, earned his medical degree at Cornell University Medical College, and completed a combined Family Medicine and Psychiatry residency/fellowship at Columbia University.

Stephen M. Decker
Senior Vice President of Client Operations
With a 17-year background in the health care and financial services industries, Stephen Decker brings valuable expertise and insight to his role as senior vice president of client operations. He is responsible for overseeing MEDecision’s project management, client support, business and technology consulting services. Prior to joining MEDecision, Mr. Decker filled several roles over a six-year career with the CIGNA Corporation, including: senior director of talent acquisition; operations senior director, service operations; and operations director, call center operations, CIGNA HealthCare. Previously Mr. Decker spent four years as director of call center operations support for Capital One Services and has held various other service leadership positions spanning seven years with Pepsi Bottling Group, Norwest, First Union National bank and AT&T Universal Card Service. Mr. Decker holds a B.S. degree in Finance from Siena College.

Thomas P. DeGemmis
Senior Vice President of New Business Sales
As senior vice president of New Business Sales, Tom DeGemmis directs the expansion of MEDecision’s client base in the payer and provider markets. He maintains more than 20 years of experience in health care sales, finance, operations and related areas. Mr. DeGemmis joined MEDecision from Cardinal Health where he had served as senior vice president and general manager of the company’s independent pharmacy segment since 2007. Previously, he spent 14 years with CIGNA Corporation where he held numerous positions, including senior vice president of business process outsourcing supply chain management service operations, vice president of call operations for CIGNA HealthCare, vice president and corporate controller for CIGNA Corporation and vice president of sales financial operations for CIGNA Group Insurance, among numerous others. Mr. DeGemmis has also held various management and consulting positions within the financial services, telecommunications, and consulting industries. A certified public accountant, he holds a B.S./B.A. degree in Economics/Finance from the University of Hartford and has completed advance degree training at The University of Connecticut. He is a member of the American Institute of Certified Public Accountants.

Kathryn Gincley
Senior Vice President, Development
As senior vice president of development, Kathryn G. Gincley leverages more than 20 years of experience in the health care management technology field to direct the overall design and development of MEDecision’s entire product suite. Ms.Gincley joined MEDecision in 2000 as director of product development and had served as vice president of development since 2004 before being appointed to her current position in 2008. Previously, she was the director of international healthcare applications at Intracorp, a CIGNA Company, where she developed and deployed care management applications in Brazil, Chile, Spain and the United Kingdom. Over the course of her 16-year tenure at Intracorp she also held the positions of director, healthcare systems; director, expert systems and customer service; and manager, systems documentation and training. Ms. Gincley began her career as assistant director of information systems for the American Society of CLU.

Richard M. Haviland
Senior Vice President of Human Resources
Richard M. Haviland is MEDecision’s senior vice president of human resources. He serves as chief learning officer and is responsible for MEDecision’s organizational excellence and knowledge leadership, including continuous improvement, Six Sigma and training and development initiatives. Mr. Haviland brings to his role more than 25 years of national and international experience in human resources, organizational development, strategic planning, training and continuous improvement. Prior to joining MEDecision he was managing director of the human resources, organizational development, training and strategic planning practice for Growth Management Strategies LLC, a Philadelphia-based international consulting firm. He has also served as an adjunct faculty member for Pennsylvania State University’s Smeal College of Business Management Development Department, where he designed and taught courses in leadership development, organizational change, organizational behavior and the basics of supervision for project managers. Mr. Haviland earned a BA degree in History and Psychology from Eastern University in St. Davids, Pennsylvania and an MA in Counseling with a concentration in Adult Development and Group Dynamics from the Palmer School of Eastern University. He holds eight industry certifications and was a member of the cross-functional team at the University of Pennsylvania’s Center for the Study of Adult Development.

Elizabeth S. Sanford
Senior Vice President of Strategic Account Management
As senior vice president of strategic account management, Elizabeth Sanford provides consultative solutions to existing clients to meet their strategic needs with MEDecision’s portfolio of products and services. Her team works closely with MEDecision’s new sales and client operations groups to identify opportunities for expanded product and service deployment. Ms. Sanford brings to MEDecision more than 20 years of experience in health care sales, account management, health care operations and medical management, all of which she gained in various roles with the CIGNA Corporation. Prior to joining MEDecision she served as vice president of account management and sales operations and vice president of service operations for CIGNA Group Insurance. She previously held the positions of vice president of CIGNA Health Support. Ms. Sanford spent six years with CIGNA HealthCare of Florida, where she was director of its health care center practice management in addition to serving as director of health plan operations and director of client customer service. A graduate of Villanova University where she earned a B.S. degree in Business Administration, Ms. Sanford also completed studies in International Economics at the London School of Economics.

Elliot Menschik, M.D., Ph.D
President, HxTechnologies, Inc.
Dr. Menschik founded and has led HxTI since August 2000. He oversees its strategy, sales, marketing and business development functions; leveraging an extensive network of payer, provider and healthcare IT relationships. He also serves as the chief architect of HxTI’s technology platform, the lead author/inventor of its patents and patents pending, and has served as the principal investigator on several grants to HxTI from the National Institutes of Health (NIH). As a recognized leader in imaging informatics and health information exchange, Dr. Menschik is widely published and frequently invited to speak at various conferences. He serves on the Board of Directors for the Pennsylvania eHealth Initiative (PAeHI) where he is vice chair of the business analysis and technology committee. He also serves as faculty at annual meetings of the Radiological Society of North America (RSNA), currently sits on the IT Infrastructure and Radiology planning committees of Integrating the Healthcare Enterprise (IHE) International and has served as a member of the SSS-U study section at the NIH Center for Scientific Review. Prior to launching HxTI, Dr. Menschik was a faculty member in the Bioengineering department at the University of Pennsylvania. An NIH Fellow in the Medical Scientist Training Program, he received his M.D. and Ph.D degrees in Neuroscience from the University of Pennsylvania School of Medicine. He received his joint bachelors and masters of science in electrical and computer engineering from the Johns Hopkins University.
